Dear Mr. Ramalinkgam:

Many thanks for your thoughtful and informative letter of 2 May wherein you discussed HCR 16.

I can certainly understand your displeasure with the resolution and perhaps, were we to trade places, I would write exactly the same thing - but not nearly as well.

I am writing to tell you that I think HCR 16 is a meaningless piece of legislative history that meant nothing when it was passed and means even less today.

It came up early in the House session when a large number of people had no idea what they were voting on. It is one of those weird moments in the NH House when we suddenly have a small group of vocal, self-proclaimed "experts" who jump on board any passing bandwagon. Generally they know little, if anything, about the subject at hand, but that doesn't stop them from puffing up and hoping to look important for a day.

This year, a bunch of Legislators were taken off to Pakistan and now they are world experts on the subject - just ask them. Soon thereafter, another group was taken on the tour. And, viola, another pot of instant experts.

But when all the smoke clears, I can assure you and your organization that HCR 16 is meaningless to the vast majority of the member of the NH House. It was a fluke bit of Legislation that found a momentary weak seam in the process and was shoved through.

I just wanted you to know that.

Kindest regards,

Rep. Edward R. (Ted) Leach

Republican, Hancock

Dr. Dhakar,

Thank you for your kind letter and historical perspective on the conflict by
Pakistani encroachment relative to the state of Jammu and Kashmir.
After reading the history, I realize that the Pakistani claims are without
 merit.

I have no idea why 5 of our fellow legislators went to Pakistan during the
last recess. I will support your position on this matter and thank you again
for your informative letter. The contribution of Americans with Asian Indian
ancestry has always been a very strong positive and professional one. Please
feel free to contact me concerning this and any further bills or resolutions
 coming before our committee.

 Sincerely,

 John L. Balcom
 State
Rep, Hills Dist. 58
 NH General Court
